The architects at ADG have developed a preliminary spatial needs tool to assist potential clients to "get-the-process-started" by establishing a preliminary size and budget for a law enforcement facility for political approval. Specifically, the spatial needs document considers both current and projected future need, and as a point of general information, utilizes gross square footage representing the total or overall size of a facility, including individual rooms or spaces (net square footage) and space that is utilized for corridors, mechanical/electrical equipment rooms and wall thickness.
As a basis of explaining our preliminary assessment of need, our methodology has evolved from a formula that ADG developed approximately 18 years ago. At that time, we conducted numerous detailed spatial need studies which enabled us to determine if a standard formula could be established. This formula has subsequently become the basis of several articles and seminars that we have taught to a variety of governmental agencies and law enforcement associations during the past 15 years
It should be clearly understood, however, that the utilization of such a formula is best understood as being a preliminary tool in determining spatial need. While it has been extremely accurate, it does not negate the need to eventually have a detailed program or space needs assessment conducted at a later date. There are always needs that are best determined by on-site interviews with key staff personnel, conducted by individuals with specialized law enforcement design experience.
